President's Column
State of the Association

The 2021-2022 fiscal year ended last June in Reno with our first foray into large meetings in the post- pandemic arena as we went “Tax to the Future.” That success set the stage for the continuation of our outstanding education throughout the 2022-2023 fiscal year – at the state level with our Wednesday Webinar series and the Fall Forum on “S Corporations – From Incorporation to Dissolution” and at the chapter level with numerous education events, both virtually and in-person.

This commitment to education and the involvement of so many of our members is what sets CSTC apart. In 2021 and 2022, as we transitioned to the Carver Policy Governance model, we hired a consultant to help us. Although he consults with many nonprofits, he told us CSTC was one of his favorite associations to work with. The reason? The high level of engagement of the members. When he started working with us, his team sent out a survey to all of our members asking for feedback about CSTC. The typical response rate for this type of survey is 2-5%. The response rate for CSTC was 26%! And it came from a large cross-section of our members – from brand new members to long-time members. This is outside confirmation of the uniqueness of CSTC.

And it shows in our membership. In February of this year, we reached a new milestone – 900 members! That’s a number we haven’t hit for a long time. Plus we’ve seen a kind of revival, a moving forward, in several of our chapters, which is very encouraging.

We also initiated a new practice designed to increase the communication between the chapters and the society Board of Directors: a zoom meeting between the society President and all the chapter presidents. This was so well received that we are now planning to meet semiannually and will include the Regional Directors. We also held a zoom meeting between the society First Vice-President and the chapter education chairs, which will also be held semiannually. And next year we’re adding a zoom meeting between the society Second Vice-President and the chapter membership chairs. This has proved to be an excellent channel for the sharing of ideas and solutions.

Another addition this year was the implementation of the CSTC Knowledge Vault. This is a resource for members to access information on current issues, such as the Federally Declared Disaster Areas of 2023 and the resultant extensions for most of California with the constantly-changing list of affected counties.

So, as we come to the end of another year, we’re once again at the Summer Symposium, enjoying the excellent education and the camaraderie of our peers and looking forward to another great year with CSTC!

News from the IRS 

IR-2023-122, June 30, 2023 — The Internal Revenue Service issued a final reminder today to nearly 1.5 million taxpayers across the country to claim their refunds for tax year 2019 by filing before the July 17, 2023, deadline.
IR-2023-121, June 28, 2023 — The IRS is sending a special follow-up mailing to taxpayers in several states affected by disasters to let them know that they have additional time to pay their taxes.
IR-2023-120, June 28, 2023 — The Internal Revenue Service Electronic Tax Administration Advisory Committee (ETAAC) today released its annual report for 2023 featuring recommendations to Congress and the IRS that focus on electronic tax administration and cybersecurity.
IR-2023-119, June 21, 2023 — National Taxpayer Advocate Erin M. Collins today released her statutorily mandated midyear report to Congress. The report says the tax-return filing season generally ran smoothly this year, urges the Internal Revenue Service to prioritize a broad array of technology upgrades and sets forth key objectives of the Office of the Taxpayer Advocate for the upcoming fiscal year.
IR-2023-118, June 15, 2023 — The Internal Revenue Service today issued Notice 2023-45, which updates Notice 2023-29, that describes certain rules that the IRS intends to include in forthcoming proposed regulations for determining what constitutes an energy community for the production and investment tax credits.
IR-2023-117, June 14, 2023 — The Internal Revenue Service today issued proposed regulations that provide guidance regarding the implementation of the elective payment provisions of the Advanced Manufacturing Investment Credit, established by the Creating Helpful Incentives to Produce Semiconductors Act of 2022, commonly known as the CHIPS Act.
IR-2023-116, June 14, 2023 — The Internal Revenue Service issued proposed regulations and frequently asked questions today describing rules for applicable entities that earn certain clean energy credits and choose to make an elective payment election and rules for eligible taxpayers that elect to transfer certain credits to unrelated parties.
IR-2023-115, June 13, 2023 — IRS Commissioner Danny Werfel will highlight the Atlanta session of the Nationwide Tax Forum on July 25-27, providing tax professionals with multiple opportunities to learn more about changes to tax law and IRS transformation efforts.
IR-2023-114, June 12, 2023 — Tax professionals who attend this summer’s IRS Nationwide Tax Forums will see a new series of special events, including sessions focused on practice management, the taxpayer experience and cybersecurity and a town hall meeting with the National Taxpayer Advocate.
IR-2023-113, June 9, 2023 — The IRS today encouraged taxpayers who owe unpaid taxes and missed the April 18 tax deadline to file their 2022 federal income tax return and pay any tax due by Wednesday, June 14, to avoid a larger late-filing penalty.
IR-2023-112, June 8, 2023 ― The Internal Revenue Service today encouraged nearly 1.5 million people across the nation to submit a tax return to claim their refunds for tax year 2019 by the July 17, 2023, deadline.
IR-2023-111, June 7, 2023 — The Internal Revenue Service today reminded taxpayers of the 2023 second quarter estimated tax deadline. Those who pay estimated taxes should consider the June 15 deadline to stay current with their taxes.
IR-2023-110, June 7, 2023 — The Department of Treasury and the Internal Revenue Service today issued Notice 2023-42, which will grant penalty relief for corporations that did not pay estimated tax in connection with the new corporate alternative minimum tax (CAMT).
